Executive Team

Gary has spent over three decades in the healthcare sector and Victorian public service. For the past 3.5 years Gary has been the CEO at Timboon & District Healthcare service. Gary was also employed for 25 years at Ambulance Victoria as a paramedic, operational manager and Integrity specialist and prior, was a police officer for 3 years.

He worked as a paramedic in Melbourne, Geelong and then Timboon. During his time as a paramedic based in Timboon, Gary was involved in various multi-casualty incidents which he led as Health Commander. He was the inaugural Team Manager of the then new ambulance station which opened in June 2010 leading the growth of the team to the successful unit it is today.

He has presented at International, National and local Conferences on issues as diverse as integrity, sports science and ethical leadership.

In addition to Gary’s experience in the health industry, and devotion to public service, he is a firm believer in continuous improvement and has continued to study throughout his working life. However, even with all the work and study, Gary makes sure he spends as much time as possible with his wife Melissa, also a paramedic, and their three children, Hollie, Jaimie and Finn. Through his children and their sport he has been involved in many and varied leadership roles.

Gary’s goal while leading TDHS is to improve the health of our community by providing services close to their homes.

Krystal joined TDHS in 2019 as an HR Advisor and was appointed HR Manager in 2023. With more than 13 years of HR experience across public and private sectors, including contact centres, hospitality, accommodation and healthcare, she is passionate about creating workplaces where people feel valued, supported and engaged. She enjoys collaborating with people at all levels of the organisation to achieve positive outcomes for staff, the organisation and the communities it serves.

As a member of the executive team, Krystal values the opportunity to influence strategic decisions and advocate for initiatives that enhance the employee experience. She is a supportive and approachable leader who thrives in the complexity and diversity of the health sector and is motivated by seeing staff succeed and enjoy coming to work. During her time at TDHS, she has led a range of initiatives, including organisational change programs, the implementation of new systems, and the growth of the HR team to better support employees across the organisation.

A road trip around Australia with her husband gave Krystal a greater appreciation for regional communities and ultimately led her to relocate to Warrnambool, which she is proud to call home. She recently completed the Advanced Leadership Program with Women & Leadership Australia and is currently pursuing further studies in law. When she’s not working or studying, you’ll likely find her spending time with family and friends and enjoying everything the southwest coast has to offer.

Larissa Barclay is an experienced healthcare leader and registered nurse and midwife with more than 20 years of experience across acute care, maternity services, aged care, community health, clinical governance, quality and safety, and service development.

As Director of Clinical Services at Timboon and District Healthcare Service, Larissa provides leadership across a broad portfolio of clinical and support services, ensuring the delivery of safe, high-quality, person-centred care to the local community. She is responsible for clinical governance, workforce leadership, service development, accreditation, and strategic planning, while working closely with staff, consumers, community members, and external stakeholders to drive continuous improvement and innovation.

Beginning her career in nursing and midwifery, Larissa has extensive clinical experience in acute and maternity care and has progressed through a range of leadership positions within rural healthcare. Throughout her career, she has successfully led service improvement initiatives, organisational change projects, accreditation processes, workforce development programs, and strategic initiatives that have strengthened services and improved outcomes for consumers and communities.

Larissa holds a Bachelor of Nursing, Postgraduate Diploma of Midwifery, and Master of Midwifery. She is passionate about rural healthcare and is committed to ensuring local communities have access to safe, high-quality care close to home while supporting and developing the healthcare workforce of the future.

Born and raised in Timboon, Andrew completed his university studies while working at the local IGA for 7 years and joined the TDHS Finance Team in 2016. He continued to develop his skills, while completing his Bachelor’s degree in Commerce and Certified Practising Accountant (CPA).

Andrew and his wife Amber settled in Warrnambool and enjoy going away on weekends when their busy working schedule allows.

Yasir Arfat joined Timboon and District Healthcare Service as Director Community Health in 2026. He brings extensive leadership experience across community health, primary care, population health and health service management, developed through senior roles in public healthcare organisations across Victoria, South Australia and Western Australia. His career has spanned metropolitan, regional and rural settings, with executive responsibility for service delivery, organisational performance, strategic planning and service development. He has led reform, service integration and organisational change across a range of healthcare settings, helping organisations respond to evolving community needs while maintaining a focus on quality, sustainability and equitable access to care.

Yasir is committed to strengthening community health services and the partnerships that support them. He is passionate about prevention and early intervention, and the role local health services play in improving health outcomes, reducing inequity and supporting the wellbeing of communities.

Outside of work, he enjoys spending time with family, travelling and being outdoors. He has a strong appreciation for the natural environment and values the perspective, balance and connection it brings.
